АРМА планирует передать 18 тыс. вагонов “Укрзалізниці”: эксперт предупредил о рисках

The National Agency for Detection, Investigation and Management of Assets Obtained from Corruption and Other Crimes (ARMA) is planning to hand over the management of 18,000 seized wagons, previously owned by Russia and Belarus, to Ukraine. However, the general director of the Federation of Transport Employers, Vladimir Gusak, has warned in a comment to UNIAN that such a decision could have serious consequences for “Ukrzaliznytsia” and the Ukrainian economy as a whole.

ARMA, established in 2016, has been actively working to combat corruption and other financial crimes in Ukraine. The agency’s main task is to identify, seize and manage assets obtained through illegal activities, including corrupt practices. And now, they have set their sights on a new challenge – the management of 18,000 seized wagons.

According to ARMA, these wagons are currently in a poor state and are not generating any revenue for the Ukrainian state. By transferring their management to “Ukrzaliznytsia”, Ukraine’s national railway company, ARMA hopes to not only improve the condition of the wagons but also generate additional revenue for the country.

However, Vladimir Gusak has expressed concerns about this decision. In his opinion, handing over the management of these wagons to “Ukrzaliznytsia” could destabilize the company’s operations and have a negative impact on the Ukrainian economy. He believes that “Ukrzaliznytsia” does not have the necessary resources and expertise to manage such a large number of wagons.

Gusak also points out that these wagons are currently being used to transport goods within Ukraine, generating revenue for local businesses and contributing to the country’s economy. If they are transferred to “Ukrzaliznytsia”, it could lead to a disruption in the transportation of goods and have a ripple effect on the economy.

Moreover, there are concerns about the transparency and efficiency of “Ukrzaliznytsia”. The company has been plagued by corruption and mismanagement for years, and many fear that handing over the management of these wagons to them could lead to a similar fate.

In light of these concerns, it is important for ARMA to thoroughly evaluate the potential consequences of this decision and ensure that the wagons are transferred to a reliable and competent management team. The agency must also ensure that the management of these wagons is conducted in a transparent and accountable manner to avoid any potential corruption.

On the positive side, ARMA’s decision to hand over the management of these wagons to “Ukrzaliznytsia” shows the agency’s commitment to improving the state of the country’s assets and generating revenue for the state. It also highlights the government’s efforts to fight corruption and strengthen the economy.

In conclusion, while ARMA’s plan to transfer the management of 18,000 seized wagons to “Ukrzaliznytsia” may have raised concerns, it is clear that the agency has the best interests of the country at heart. However, it is important for all parties involved to carefully evaluate the potential consequences and ensure that the wagon management is carried out in a transparent and efficient manner for the benefit of all. With proper planning and execution, this decision could be a significant step towards combating corruption and improving the Ukrainian economy.
